Announced — commencement not confirmedThe announced restrictions on attaching family to student and graduate visas include proposed exceptions for Pacific and ASEAN countries and certain courses, including PhDs. The speech says families already attached and onshore will not be separated. This does not establish a blanket exemption for every existing student whose partner remains overseas. No general spouse-visa fast track was announced. Implementation dates and the final legal provisions need checking before applying.
- Subsequent entrants: the announcement concerns secondary family applicants. Do not assume an offshore spouse can still join solely because the primary student already holds a visa. Check the final rules and commencement provisions.
- Future visitor visas: the government announced broader No Further Stay conditions and an intention to facilitate genuine family visits while offshore partner applications are pending. This is not automatic visitor approval, work permission or a new permanent partner route.
- Study progression: the proposed approach restricts sideways or downward study after completion, while allowing progression to a higher qualification. The speech distinguishes legitimate transfers and interruptions such as illness or provider closure.
- Working holiday: announced second-year and third-year ballots of 45,000 and 5,000, retaining qualifying regional work requirements and relevant UK treaty exceptions.
- Other measures include greater recognition of housing trades in points settings, migration-agent enforcement and proposed protection-system changes. A speech is not proof that every measure is already law.
